In most technology activities, yes, with a MISA license. Startups often use the entrepreneur license route, which typically needs an endorsement from a recognised ecosystem entity.
Can a fintech start operating before it is licensed?
No. Only institutions authorised by SAMA or the CMA may offer regulated financial services. The sandbox and experimental permits exist so you can test under supervision before full licensing.
Which regulator applies to my fintech?
Broadly, payments, lending, open banking and insurance-related models fall under SAMA, while investment, crowdfunding and advisory models fall under the CMA. Your exact model decides.
