What the product requirements checker covers

Selling a product in Saudi Arabia usually involves several layers: a regulator that approves the product itself, a conformity system for customs, labelling rules, and a Saudi company that imports and sells. This checker maps your product category and a few key features to the requirements that typically apply, so you know which approvals to plan for before the first shipment.

Results are a starting map, not a classification ruling. Borderline products, such as a cosmetic with a medical claim or a supplement close to a medicine, need a closer review against the regulator's current guidance.

The two main regulators: SFDA and SASO

The Saudi Food and Drug Authority (SFDA) covers food, cosmetics, supplements, medicines and medical devices. The Saudi Standards, Metrology and Quality Organization (SASO) covers most other consumer and industrial products through technical regulations and the SABER platform. Knowing which side your product falls on is the first decision, and it shapes the rest of the process.

  • SFDA products: registration or notification on SFDA systems, label review and, for devices, a Saudi Authorized Representative
  • SASO products: a SABER product certificate based on test reports, then a shipment certificate for each consignment
  • Wireless features: an additional CST type approval for radio and telecom equipment
  • Animal-derived ingredients: Halal certification from a recognised body is usually expected

FAQ

How do I know if my product is regulated by SFDA or SASO?

Food, cosmetics, supplements, medicines and medical devices fall under the SFDA. Most other products, including electronics, toys, building materials and machinery, fall under SASO technical regulations and SABER. Borderline products need a closer review.

Can a foreign company register products without a Saudi entity?

Registrations and certificates are usually held by a Saudi-registered company. Foreign suppliers typically work through a distributor, an importer of record or their own Saudi entity, and medical device makers appoint an Authorized Representative.

Is Arabic labelling always required?

Most consumer products need Arabic labels, warnings or instructions, often alongside English. The exact content depends on the product regulation and should match the registration data.

Do all products need a Halal certificate?

Halal certification is mainly expected for food, supplements and cosmetics with animal-derived ingredients, and for meat and poultry products. Requirements depend on the product and the SFDA's current rules.
